Master’s Scholarship Benefits
EU Nationals and Students Not Educated in Germany
Recipients may receive:
- Funding similar to Germany’s BAföG system
- Up to €855 per month
- €300 monthly study costs allowance
- Possible family allowance
- Childcare support where applicable
- Health insurance support and other individual allowances
Non-EU Nationals and Students Not Educated in Germany
Recipients may receive:
- €992 per month
- Additional individual allowances
- Possible health insurance support and related benefits
PhD Scholarship Benefits
German Students and Foreign Students Educated in Germany
Recipients may receive:
- €1,550 monthly scholarship
- €100 monthly research allowance
EU Nationals and Students Not Educated in Germany
Recipients may receive:
- €1,550 monthly scholarship
- €100 monthly research allowance
Non-EU Nationals and Students Not Educated in Germany
Recipients may receive:
- €1,400 per month
- €100 monthly mobility allowance
- Additional individual allowances where applicable
Eligibility Requirements
The Heinrich Boll Foundation Scholarship is available to master’s students, doctoral candidates and certain refugee applicants.
Master’s Programme Eligibility
Applicants must:
- Hold a recognised first university degree
- Provide proof of their academic qualification
- Meet admission requirements for postgraduate study in Germany
For international students who completed their first degree outside Germany, applications can be submitted before starting a master’s programme in Germany.
Refugees may also apply regardless of their asylum status. Refugees intending to begin or continue bachelor’s or master’s studies in Germany can submit applications at any stage of their academic journey.
PhD Programme Eligibility
Applicants must:
- Hold a recognised master’s degree or equivalent qualification
- Provide evidence of previous academic achievement
- Submit proof of admission to doctoral studies at a state or state-recognised university, usually located in Germany
Doctoral candidates who completed their graduate studies abroad are also eligible to apply for funding for PhD studies in Germany.
Priority Groups
The foundation gives particular consideration to:
- International applicants from DAC countries
- Candidates who have not yet established residence in Germany at the time of application
- Academically outstanding students with strong social commitment
- Applicants whose goals align with the foundation’s values and mission

The scholarship programme operates two application cycles.

Spring 2027 Application Round
- Opens: 15 January 2027
- Closes: 1 March 2027
